Substitute y for 0

multiply both sides of the equation by 2
Move the variable to the left-hand side and change its sign

Divide both sides of the equation by -3

Perpendicular = opposite sign and reciprocal slope
Y = 3/2x + 1
The slope is 3/2, opposite sign = -3/2 now reciprocal = -2/3
Y = -2/3x + b
Plug in the point (6,-2)
-2 = -2/3(6) + b
-2 = -12/3 + b
-2 = -4 + b, b =2
Solution: y = -2/3x + 2
