The statement is true because:

if <1 is complement of < 3 , then m< 1 + m< 3 = 90°

also, < 4 is complement of < 2, them m<4 + m<2 = 90°

also, we can see that < 2 and < 3 are congruent angles and,

therefore, <1 and <4 must be congruent angles

example, let's say, m<1=30, then -> m<3 = 90 - 30 = 60

since <2 is congruent to <3, then m<2 = 60

replacing m<4 + m<2 = 90 we obtain m<4 + 60 = 90 -> then m<4 = 90 - 60 = 30

so, m<4 = m< 1
