To convert a decimal number to a fraction we can use the following procedure:

Write the decimal divided by 1. in this case we wull have:

(0.004)/(1)

Then we multiply the numerator and denominator by 10 for every number after the decimal point, in this case we will have:

(0.004)/(1)\cdot(10)/(10)\cdot(10)/(10)\cdot(10)/(10)

Now we simplify the fraction:

\begin{gathered} (0.004)/(1)\cdot(10)/(10)\cdot(10)/(10)\cdot(10)/(10)=(4)/(1000) \\ =(2)/(500) \\ =(1)/(250) \end{gathered}

Therefore the number in fraction form would be:

(1)/(250)
