The point-slope form of the linear equation is

y-b=m(x-a)

So, we need to replace the poin and the slope in the previous formula

\begin{gathered} y-1=(2)/(3)(x-(-3)) \\ y-1=(2)/(3)x+(2)/(3)3 \\ y=(2)/(3)x+2+1 \\ \end{gathered}

Then, the answer is

y=(2)/(3)x+3

or

2x-3y+9=0

Both equations are correct.
