During the Constitutional Convention held in the city of Philadelphia, Pennsylvania during the summer of 1787, the delegates had serious debates and arguments to approve the new Constitution.

On one side, the Federalists. Federalists like Alexander Hamilton, Jhon Jay, James Madison, and Jhon Adams supported the creation of a strong central government. On the other hand, Antifederalists like Thomas Jefferson, George Clinton, and Patrick Henry did not support that vision. They supported a simpler form of government in which states and cities could have many rights.

So to reach an agreement and ratify the Constitution, James Madison came up with a great idea: the Bill of Rights, which is the first ten amendments to the United States Constitution.
