We have the following system:

\begin{gathered} 2x+6y=-4\ldots(A) \\ x+3y=-2\ldots(B) \end{gathered}

we can see that if we multiply equation B by 2, we get

\begin{gathered} 2(x+3y=-2) \\ 2x+6y=-4 \end{gathered}

which is question A. This means that equation A and B are equivalent. In other words, the system has infinitely many solutions.
