To find the map's scale, use the formula below:


\text{map scale = }\frac{\text{ map distance}}{\text{ distance on the ground}}

In this exercise,

map distane = 9 inches

distance on the ground = 3 miles.

So, the map scale is:

Dividing both numerator and denominator by 3:
