we have the following:


y-9=-(1)/(3)(x-4)

we reduce the equation to the following form:


y=mx+b

where, m is the slope, now


\begin{gathered} y=-(1)/(3)x+(4)/(3)+9 \\ y=-(1)/(3)x+(31)/(3) \end{gathered}

therefore, the slope is -1/3

the point:


\begin{gathered} x=0 \\ y=-(1)/(3)\cdot0+(31)/(3) \\ y=(31)/(3) \end{gathered}

the point is (0, 31/3)
