I am fairly confident we are taking the same test/quiz thing right now and I figured this one out so here ya go:

60 degrees + 11 sec = 60.183 degrees

3960 * cos(60.183) = 1969 some number in relation to the distance to the poles

2 * pi * 1969 = 12371.8

12371.8 / 24 = 515.5mph
