Okay so the question is

-8x + 2y = -2
slope = __
y-intercept = __

So, you're going to want to put this in the form y=mx+b (I don't remember what it's called). So, start off by moving the -8x to the other side by adding 8x to both sides. So, we have 2y=8x-2. Then, divide both sides by 2. 8x/2=4x, and 2/2=1. So, we have y=4x+1.

Slope=4

y-intercept=1
