So,

definition of function for x=-7 is h(x)=-2x-8

\begin{gathered} h(-7)=-2(-7)-8 \\ =14-8 \\ =6 \end{gathered}

definition of function for x=-3 is h(x)=4

h(-3)=4

definition of function for x=4 is h(x)=x+5

\begin{gathered} h(4)=4+5 \\ h(4)=9 \end{gathered}

definition of function for x=6 is h(x)=x+5

\begin{gathered} h(6)=6+5 \\ =11 \end{gathered}
