Organisms of the same order share not only the characteristic of the order they're in but also the characteristics of the phylum they belong to too, because this last category (phylum) is higher in the hierarchy.

Taking this information into account, we can say that organisms of the same order do share a stronger evolutionary relationship than others that only share the same phylum because the first ones share a longer evolutionary story.
