a)

\begin{gathered} (29)/(4)\text{cups of yellow}\rightarrow(29)/(16)cups\text{ of blue } \\ 1\text{ yellow cup}\rightarrow(29)/(16)/(29)/(4)=(29)/(16)*(4)/(29)=(4)/(16)=(1)/(4)cups\text{ of blue paint} \end{gathered}

So therefore 1/4 cups of blue paint will be used for 1 cup of yellow paint.

b) So for this we will assume this relationship:

\begin{gathered} x=ky \\ \text{where k is the constant of proportionality:} \\ x=(35)/(8) \\ y=(35)/(2) \end{gathered}

So substituting the values of and y into the equation above:

\begin{gathered} (35)/(8)=k*(35)/(2) \\ (35)/(8)/(35)/(2)=k \\ (1)/(4)=k \\ \text{The constant of proportionality that relates the quantities x and y is:} \\ (1)/(4) \end{gathered}
