Can a parent ever be exactly three times as old as his or her child? Explain.

Yes, a child that is 12 could have a parent that is 36.

Yes if you are talking about a adoption child then yes it can become a common age would be 3x 28= 84, but if you are talking about their own, I don’t think so because, no old parents/ parent will have one at a old age.
