when two lines are parallel they have the same slope

so the slope of the new line is m=1

now, we can replace m and the point (-4,-2) to find the equation

the general form of the line is

y=mx+b

then

\begin{gathered} (-2)=(1)(-4)+b \\ -2=-4+b \\ b=2 \end{gathered}

replace b=2 and m=1 in the general equation of the line to find the equation

y=x+2
