The domain of a function is by definition the set that the function maps from.

That is the set of possible values of x for which f(x) is defined

If a person catches no fish then x = 0

If a person catches any number of fish that is not 0, then x is a positive integer

Hence the domain of the function f(x) that makes sense is the set of non-negative integers
