The rough ER (RER) has ribosomes attach to the it surface, while the smooth ER (SER) does not have ribosomes attached to it surface, being the SER responsible for the production of carbohydrates and lipids, while the RER produces proteins because of the presence of ribosomes that act in the translation of the mRNA (B).
