Answer: 11
How:
4^2 - (3.1 + 6.4) + 4.5
16 - 9.5 + 4.5
6.5 + 4.5
= 11

4^ 2-(3.1+6.4)+4.5

16 − ( 3.1 + 6.4 ) + 4.5

16 − 9.5 + 4.5

6.5 + 4.5

= 11
