This in an absolute value equation so might need to use the property:

\lvert x\rvert=a\Rightarrow x=\pm a

With this in mind we can solve it:

\begin{gathered} 7+3\lvert-2x-5\rvert=-8 \\ 3\lvert-2x-5\rvert=-8-7 \\ 3\lvert-2x-5\rvert=-15 \\ \lvert-2x-5\rvert=-(15)/(3) \\ \lvert-2x-5\rvert=-5 \end{gathered}

Now, since the absolute value is always positive this means that this equation has no solution.
