The equation of a line that passes through two points is given by:


y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1)

Plugging the values of the points given we have that:


\begin{gathered} y-(-21)=(-3-(-21))/(-2-2)(x-2) \\ y+21=(18)/(-4)(x-2) \\ y+21=-(9)/(2)(x-2) \\ y+21=-(9)/(2)x+9 \\ y=-(9)/(2)x+9-21 \\ y=-(9)/(2)x-12 \end{gathered}

Therefore the equation of the line is:
