Total spendable budget = $28

Admission Fee = $6.50

Amount left after admission fee is paid = 28 - 6.50 = $21.5

She is to spend $21.5 on food and rides.

Each ride costs $3.

However, we seek the maximum number of rides Jan can make. We seek the highest multiple of 3 less than 21.5. That leaves us with $21

This gives max number of rides to be:

(21)/(3)=7

7 is the maximum number of rides she can make at $3 per ride while she spends the remaining $0.5 on food since we know that the $21.5 was spent on rides and food.
