we write the equation of the form y = mx +b

\begin{gathered} 3x+5y=15 \\ 5y=-3x+15 \\ (5y)/(5)=-(3x)/(5)+(15)/(5) \\ y=-(3)/(5)x+3 \end{gathered}

therefore m = -3/5 and b = 3

the slope of the parallel line is the same

then:

\begin{gathered} y=mx+b \\ -3=-(3)/(5)(-5)+b \\ -3=3+b \\ -3-3=3+b-3 \\ b=-6 \end{gathered}

the equation of thr line is

y=-(3)/(5)x-6
