The line contains the point Q(1,-2) , therefore:

(x1, y1) = (1, -2)

And this parallel to the line whose equation is



y-4=2/3(x-3)

Since they are parallel, they have the same slope, so:

m = 2/3

Using the point slope equation:

y - y1 = m(x-x1)

y -(-2) = 2/3(x - 1)

y + 2= 2x/3 - 2/3

Rewrite the equation in the standard form:

2x/3 - y = 8/3
