The population density of deers is the ratio of their population to the area in which they are located, then, to know what is the deer population of the state, we have to multiply the population density by the area of the state like this:

deer population in Pennsylvania = population density * Area of Pennsylvania

deer population in Pennsylvania = 23 * 46055 = 1,059,265

Then, the deer population in Pennsylvania is 1,059,265
