sec(x) = 1/cos(x)

cot(x) = cos(x)/sin(x)

sec is smaller than cot, if cos is negative (making sec negative) and sin is negative (making cot positive).

and that is true for the third quadrant.

which is pi < x < 3×pi/2

so, the third answer is right.
