Ella, this is the solution:

Amount of nylon rope before starting to tie off boats = 80 feet

Amount of nylon rope Melinda uses per boat = 5.5 feet

Amount of nylon rope Melinda has after securing all boats = 3 feet

Amount of boats Melinda tie off = x

In consequence:

5.5x + 3 = 80

Subtracting 3 at both sides:

5.5x + 3 - 3 = 80 - 3

5.5x = 77

Dividing by 5.5 at both sides:

5.5x/5.5 = 77/5.5

x = 14

Therefore, the correct answer is:

A. At most 16

Note: C. Less than 14 is incorrect ,because 14 is not a value lower than 14.
