A linear model is in the form

y = mx+b where m is the slope and b is the y intercept

The y intercept is the intital value

In this case it would be the value in 1950 which is 21 %

y = mx+ 21

The slope is the rate of change per year which is .25% decrease

m = -.25

y = -.25x +21
