y+1=(1)/(2)(x+2)

1) Since this is a Point-slope form, we'll start from this:

\begin{gathered} y-y_1=m(x-x_1) \\ \\ y-(-1)=m(x-(-2)) \\ \\ y+1=m(x+2) \\ \\ \end{gathered}

2) Note that we still don't know the slope. We'll need it. So, let's find the slope of this line:

m=(1-(-1))/(2-(-2))=(2)/(4)=(1)/(2)

3) Now, let's plug the slope we've just found into the Point-Slope formula:

y+1=(1)/(2)(x+2)
