The constant of proportionality can be calculated using any pair (x,y) and calculate the quotient y/x.

For example, we can take the first row:

k=(32)/(4)=8

The constant of proportionality is 8.

Then, the equation is:

y=8x

The relation 3y=24x is the same as y=8x, because:

\begin{gathered} 3y=24x \\ y=(24)/(3)x \\ y=8x \end{gathered}
