first rewrite the equation

\begin{gathered} 2y-4x=9 \\ 2y=9+4x \\ y=(9)/(2)+2x \end{gathered}

2 parallel equations have the same slope , so the slope is 2

to write the nes equation we must start from the general equation

y=mx+b

where m is the slope and b the y-intercept

now we can replace the slope and the point (-2,1) to find b

\begin{gathered} (1)=(2)(-2)+b \\ 1=-4+b \\ b=1+4 \\ b=5 \end{gathered}

then replace b and the slope on th general equation to find the new equation

y=2x+5
