Why did big states like Edmund Randolph's Virginia Plan?

1. Every state would be equally represented with one vote in the national
legislature just as they had under the Articles of Confederation
2. The more people in a state, the more representatives they could have in
both houses of Congress:
3. Congress would be bicameral. The House of Representatives would be
clected by the people and follow the system of proportional representation,
and the Senate would have equal representation of the states.
