When you cjoose marbles and replace it, the marbles are independent. One marble does not affect the outcome of the other.

Multiply the probability of pulling out one big marble by the probability of pulling out a small marble:

\begin{gathered} p(B,S)=p(B)\cdot p(S) \\ p(B,S)=(7)/(13)\cdot(6)/(13)=(42)/(169)\approx0.249 \end{gathered}

Then, the probability of pulling out one big marble, replacing it, then pulling out a small marble is 0.249 or 24.9%
