So first you read the question and find that the slope need to be parallel making it so we won't have to change the mx portion of the equation or 3x in this case after that it's just finding out what that slope actually means (in this case up 3 over 1) and know that the point you looking for happens to be over 1 up 3, so you just put 0 as the b because you just need = to the slope.
