founding fathers understood that constitution contains flaws that would need to change as society changed and time passed .The founding fathers had anticipated there might be flaws and faults in the design of federal government and there was no way that they could anticipate all of the future needs of the republic. they also understood that there was a possibility of the federal government to centralized the power and become irresponsible.

For these reasons they created a process that would allow for the adaptation and correction for the constitution and for the states to reign in the federal government.
