Answer: y=1/4x+4

Explanation:

Parallel means the new equation will have the same slope.

y= 1/4x+b

We don't know the b value yet but we can plug in coordinates to solve. We can use the one provided since it has to be a value of this equation.

1= 1/4(-12)+b

1= -3+b
