\cfrac{1}{2}(4x-2)\leqslant 9+7x\implies 2x-1\leqslant 9+7x\implies -1\leqslant 9+5x \\\\\\ -10\leqslant 5x\implies \cfrac{-10}{5}\leqslant x\implies {\LARGE \begin{array}{llll} -2\leqslant x \end{array}}

le's notice that, we divided by a positive number, thus the inequality sign didn't flip.
