The slope of the line shown is

= (4-1) / (4 - (-2))

= 3/6

= 1/2.

Therefore, the slope of the required line has slope of 1/2 also as it is parallel to the given line.

Using the point-slope form of a line y - y1 = m(x - x1):-

y - (-3) = 1/2(x - 2)

y + 3 = 1/2x - 1

y = 1/2x - 4 (answer).
