Why where there so many different treatment created for HIV/AIDS

Because they had to go through trial and error to improve or change certain ingredients or whatever. They had to test which worked and if they didn’t they had to change it but keep the old one in case it becomes useful. But they obviously still haven’t made one that works. Does that make any sense?
