Explanation:

A figure scaled by a factor of 3 will have all linear dimensions 3 times as large as they are on the original figure. The orientation and location on the grid don't matter, if all you're concerned with is scaling.

Both "brown" figures are correctly drawn 3 times as large as the smaller one in each case.

Additional comment

"Dilation" is a different matter. When a figure is dilated by a factor of 3, all points on the larger figure will be 3 times as far from the center of dilation as the original points are. If the center of dilation is near enough to the original figure, then the dilated figure will overlap the original. The orientation is unchanged by dilation. (The center of dilation must be specified.)

You have only been asked to scale the figure, and have been specifically told not to overlap your drawing with the original. That means you have quite a bit of license in where you draw it and how you orient it.
