Let's try with a bunch of numbers.

a.) positive p and negative q

If we divide +6 by -3, we would get -2, which is negative. So this is the wrong answer.

b.) positive p and positive q

If we divide +6 by +3, we would get +2, which is positive. This is a correct answer.
