Find the slope:

2y = 3x - 5

2/2y = 3/2x - 5/2

y = 3/2x - 5/2

Slope is 3/2

In order for a line to be perpendicular the slope in the equation should be flipped. 3/2 becomes 2/3.

Perpendicular equation:

y = 2/3x + b

b is going to be equal to the y intercept of the point they gave us, so -1.

Answer: y = 2/3x - 1
