The Holy Roman Empire was a “make The Roman Empire great again” tactic made by the Pope think of Vatican City somewhat as in the pope ruled it till they had my napoleons emperor of it but more specifically the Roman Empire was great as it controlled all of the Mediterranean Sea the Holy Roman Empire was just people trying to live in the “glory days” and wasn’t nearly as token seriously as the actual Roman Empire
