It is 16.83 because 3.9 times 10/3 is 13 and then you multiply 2.3 x 10/6 and that is 3.83 and then you add 13+3.83 and it is 16.83

You have to multiply 3.9 and 2.3 then if 10/6 means 10 with the exponent 6 then you would have to add 6 and 3 which all together is 8.97 times 10/9
