By the looks of it, you are supposed to create an outline presumably for your video's script, basically what you'll be speaking about on this video. I don't know if you actually have to complete the video or if this is just a hypothetical, but either way you're going to need a person in mind to interview first. This person can't be just anyone however, they have to be working within that field of specifically, whether they are a sociologist, anthropologist, social worker, equal rights activist, etc. Even if you're not speaking to them physically, it helps to at least visualize who you're interviewing / talking to.

Next, if I were you, I'd organize what I'm going to say to that person and what I am going to speak to them about specifically into my notes. So I would keep in mind my topic and the questions, and these will be my talking points.

Try and be prepared, by researching your talking points ahead of time, so this can be a discussion that you're not so easily confused about. It also helps to know the person you're talking to, or at least their background so it doesn't just feel like an empty one-sided conversation. Don't forget to really think through the questions that you're going to ask them, and depending on what type of video you're going for, you want to make sure your questions work with it and not against it. Also be sure these questions aren't just yes/no questions, make sure they're those type of thinking questions that lead into a deeper discussion.

If all else fails, know how to playoff a mistake and try to make your person who you're interviewing feel comfortable. Not to mention when talking about something like equality, it's important to make everyone feel comfortable but also show them why your point matters.

I really can't explain this any better, but imagine this as an essay that has been turned into an actual discussion/argument between two parties on TV, that should help, hopefully.
