Sub points into slope point formula:

`y = - (1)/(3) x + c`

sub 1 point for x and y:

`5 = - (1)/(3) ( - 3) + c`

solve for c:

5 = 1 + c

c = 4

sub c back into equation :

`y = - (1)/(3) x + 4`
