I believe it is, because it still holds a lot of mortality rate.

I think because of the lack of proper education about using barrier methods, especially for the teenagers and well, the peer pressure society sometimes hold to people to be desperate to engage in unsafe intercourse with anyone without having proper protection methods is one thing that heavily contributes to the remaining HIV issue.

The second comes on the own infected person's decisions. Some just don't care and still engage, endangering others, or could be unaware they carry the disease and then complications come along the way that can become permanent.
