This means in this case that we first look at everything inside the brackets and at the end multiply by 7. The inside of the brackets says -25 + 4². In PEDMAS, the E (exponent) comes before A (add), so we do 4² first and then we do the -25. This results in:

-25 + 4² =

-25 + 16 =

-9

So now we are left with (-9) x 7

This is just a multiplication which gives us -63.
