The civil service is the only public institution recognized as having the unique capability and mandates to keep the machinery of government functional at all times recognizing the need to preserve and sustain the effectiveness of the civil service in the governance of nations, many developing countries have established regular programs to institutionalise the periodic review updates of their civil service to ensure they are continuing competence and relevance.

In the celebration of the Ghana civil service week a request has been made to the citizenry to submit an Essay for an award. The topic is: Ghana needs strong institutions and systems not strong men. in less than 450 words present your submission.
