Some countries reacted with gratitude and acceptance, some with anger and denial, while others, namely major European powers, chose to ignore the policy all together, viewing it as nonessential. The majority of Europe saw Monroe's policy as nationalistic. A lot citizens opposed the Monroe Doctrine's implied commitment to go to war if Europe interfered in the Western Hemisphere. They wanted the United States to remain isolated. Isolationism refers to staying out of other nations' affairs. So if you want specifics yes it did.
