Public libraries have been an equalizing force in our society, providing access to information resources to those who could not otherwise afford them . However ,when librarians encounter decreasing budgets and increasing operation costs they sometimes resort to charging fees for certain materials or services .is this an appropriate way to deal with a budget crisis ? Why or why not?

It definitely isn't appropriate to deal with the budget that way. However, libraries aren't as popular as they used to be.

The main sources of public library revenue are subscriptions, library cess, grants from the government, and endowments.

Donations, Used Book Sales, raising money for your local library, and Scholastic Book Fairs (only in school libraries), can also help pay some of the budgets.
